Backpacker's Guide - Petrol vs Diesel and Road User Charges (RUC) Explained

Last checked September 2026. RUC rates and rules can change, so use the links at the end of this guide to confirm the current rate before you budget.

At a glance: how to read a RUC label

Ask a New Zealand driver about diesel and you'll hear one word: RUC. It stands for road user charges, and it catches out plenty of travellers who buy a diesel van or SUV without realising. Here's how it works, what it costs, and why a petrol car is usually the simpler choice for a short stay.

Petrol vs Diesel: the Basic Difference

  • Petrol cars pay for the roads through tax that is already built into the price at the pump. There is no RUC to buy.
  • Diesel cars (and other vehicles whose fuel isn't taxed at the pump) have to buy road user charges separately, by distance travelled.
  • Electric cars are excluded for obvious reasons (all my blogs are for people on a budget and you can't be serious about being budget-friendly and wanting an electric vehicle for a short stay) and there are plans to implement RUC on these as well so beware!

In simple terms, diesel drivers pay for the roads per kilometre through RUC, and petrol drivers pay through the fuel they buy.

How RUC Works

  1. You buy RUC in advance, in units of 1,000 km.
  2. The RUC licence is a label displayed on the vehicle, and it shows a start and an end distance.
  3. Your odometer has to stay below the end distance. When you reach it, you need to buy more.

You can buy RUC online or through the NZ Transport Agency (NZTA) app, or from an agent. If you buy online, NZTA emails a temporary label you can print and display for 21 days until the real one arrives in the post.

What It Costs

As at September 2026, the usual rate for most vehicles is $76.00 per 1,000 km. RUC rates are reviewed from time to time, so check NZTA's RUC rates page for the current figure before you budget.

A quick example at that rate: a 5,000 km road trip in a diesel costs roughly $380 in RUC, on top of the fuel. That's a cost petrol drivers never see.

What Happens If You Run Over

If your odometer goes past the end distance, you owe RUC that you haven't paid for. NZTA can invoice you, and penalties can apply if you don't pay on time. In serious cases, enforcement officers can immobilise or impound a vehicle. Unpaid RUC can also be recorded against the vehicle, which matters if you buy it.

Buying a Used Diesel: Check the RUC

  1. Look at the RUC label. Note the end distance.
  2. Compare it with the odometer. If the odometer is already above the end distance, there is unpaid RUC, and you could end up paying it if you buy the car.
  3. Ask the seller to bring the RUC up to date before the sale, or negotiate the price.
  4. Buy enough RUC for your trip straight after you buy, so you're covered.

Don't forget the other checks. Our inspection checklist covers the rest, and our paperwork guide covers change of ownership.

Why We Suggest Petrol for Most Backpackers

  • Simpler. No distance licences to buy, track or sell.
  • Nothing to overrun. No end distance to watch on a long trip.
  • Easy to sell. The buyer doesn't need to check RUC, and there's nothing to argue about at handover.
  • Great options. Older Honda and Toyota petrol models are reliable, easy to service and hold their resale value.

A diesel can still make sense for some people, especially on very long trips or with a larger vehicle. Just go in with your eyes open.

A Note on EVs and Hybrids

Electric vehicles and plug-in hybrids have been brought into the RUC system, and the rules have kept changing. Anything you read that's a couple of years old may be out of date. If you're looking at one of these, check the current rules with NZTA.
